The Early Childhood department of the Illinois State Board of Education provides leadership and technical assistance to support state programs serving children prenatal to age 8, and their families. Services provided include state Prevention Initiative, Preschool For All, and Expansion Grants, as well as the Federal Expansion Grant, and a variety of resources for parents, teachers and administrators.

IDHS’ Division of Developmental Disabilities provides services and supports for individuals with developmental disabilities and their families. The PUNS (Prioritization for Urgency of Need for Services) statewide database records information about individuals with developmental disabilities who are potentially in need of services. In Illinois, enrolling in PUNS is the first step to the individual receiving state funded disability services outside the educational setting.

The Illinois State Board of Education partners with school districts to provide programs and services for students with specialized educational needs. Special Education Services assures that these programs and services meet state and federal requirements. This involves both compliance and technical assistance functions.
All children who have been receiving services through Early Intervention and referred to an LEA for Early Childhood Special Education must have eligibility determined by their third birthday, and if found eligible, will have an IEP developed and implemented by their third birthday.
